Jaana Puukka is an international higher education and innovation expert based in the Greater Paris area. She presents, advises and writes on knowledge-based development, particularly on HE’s role as a driver for growth and socio-economic development.

As President of InnovationEngage, Jaana Puukka helps governments and organisations such as Higher Education Institutions, associations and foundations design, implement and evaluate strategies for relevant skills, innovation and partnerships that boost knowledge-based development in cities and regions.

Jaana Puukka draws on over 15 years’ experience in strategic and operational roles that have bridged academia, industry and government. Before beginning her niche consultancy practice, she worked in the OECD operating as a project manager and policy analyst for seven years of her career. She was the enthusiastic leader of large scale international programmes such as the Reviews of Higher Education in Regional and City Development and Teaching and Learning International Survey (TALIS). She co-authored a flagship publication “Higher Education in Regions – Globally Competitive, Locally Engaged” and a range of review reports that analyse higher education’s role in socio-economic development in different countries.

Before joining the OECD, Puukka held various management, expert and advisory positions in the Finnish Higher Education and government sectors, designing, implementing and evaluating strategies for knowledge transfer, internationalisation, regional development, PR and communication and stakeholder management. Her corporate sector experience comes from the biomedical industry.
