Jaana Puukka is an international higher education, innovation and regional development expert. She presents, advises and writes on knowledge-based development, higher education management and HE’s role as a driver for growth and socio-economic development. A Finnish national, based in the Greater Paris area, she works in six continents collaborating with a wide range of clients and partners, and presenting in  international conferences and seminars.

As Founder and President of Innovation Engage, Jaana Puukka helps international organisations, governments and other institutions and organisations such as Higher Education Institutions design, implement and evaluate strategies for relevant skills, innovation and partnerships. She is a member of the expert group for European Commission on the role of universities and research centres in the smart specialication process. She is a core expert for the EC thematic working group on Modernisation of Higher Education and for HEInnovate - EU-OECD-based project that helps build entrepreneurial universities and represents French higher education in the network of independent exucation experts for the EC DG EAC. She is board member of the EIESP, a member of the advisory committee for the University of Rovira i Virgili's Regional Development Chair,  a Senior Policy Fellow of Conseil Sans Frontieres and a CONAHEC Associate.

Jaana Puukka draws on over 15 years of  experience in strategic and operational roles that have bridged academia, industry and government. Before beginning her niche consultancy practice, she worked in the OECD operating as a project manager and policy analyst for almost eight  years of her career. She led large scale international programmes such as the Reviews of Higher Education in Regional and City Development, and Teaching and Learning International Survey (TALIS). She co-authored a flagship publication “Higher Education in Regions – Globally Competitive, Locally Engaged” and about 20 review reports that analyse higher education’s role in socio-economic development in different countries. She led international reviews in Europe, North and South America, Asia, Australia and Africa.

Before joining the OECD, Puukka held various management, expert and advisory positions in Finland. She designed, implemented and evaluated strategies for higher education knowledge transfer, communication, internationalisation, regional development and institutional evaluation. She also collaborated with the Ministry of Education in diverse projects, most recently in 2015 in the review of higher education and research. Her five-year corporate sector experience comes from the biomedical industry.
